Let's assume 11 member roster, getting all six saurus or orcs, the big guy, and then fill with 4 of the cheapest linemen: Goblins being 15k cheaper than Skinks, or 25K cheaper than chameleon skinks, Black Orcs are 5k more expensive than Saurus, and the Troll is 25K cheaper than the Krox. The economy of the two teams has some interesting aspects as well - even ignoring the cheap bribes. To me Tier 2 seems fair - if they had a tier 1.5 I'd probably put them there.
But I don't think we can underestimate the drawback of your linemen being STR 2 on a team that wants to be brawling around. I've come around on the Black Orcs a bit since my initial reaction (which was why I would I -ever- play this over Lizards?) and I think in the hands of the skilled player there are several advantages that can be exploited - Grab gives you a lot of flexibility in where you put opponents and the Troll's vomit gives you an option against high strength skilled enemies, as well as a TTM play. Most starting Lizard teams don't include the Krox. Troll vs Kroxigor - obviously the Krox is a lot better but also costs significantly more. Thick Skull helps the goblins stay on the pitch a little more often but being too far away to hit does that as well.
Skinks vs goblins - Skinks have 2 more movement as well, but can't be thrown. Grab is an interesting skill to have a bunch of, which might bring the team back into contention a little, but it strikes me as less reliable. That makes them a tiny iota better at blocking than Lizardmen start out as, with a much more difficult time repositioning, pushing forward and chasing enemy players. Saurus have two more move (a pretty big advantage when comparing 4 and 6), one less Agility (usually not that relevant) and don't have the ability to reroll Both Down block results. Let's do a direct comparison to Lizardmen shall we? but it's not so great if the rest of your team is Strength 2.
